The Research On The Development Between Constructing Industrial Chain And Urban-rural Co-ordination

Balance urban and rural development is a problem that must be solved in our country inthe current and a period of future. Because of the division system between urban and ruralareas has not been completely broken in our country. Long-term urban-rural isolation createdthe pattern of big cities with large villages coexistence. Nowadays, urban-rural gap isbecoming more and more serious under the trend of rapid urbanization. Construct industrialchain to refactor urban-rural relevance, and to promote the material exchange between urbanand rural area, which is an effective way to strengthen the leading role of cities,and it is alsothe bold attempt and innovation in creating a long-term mechanism of "industry promotingagriculture and city leading countryside" to balance urban and rural development. So,construction industrial chain is of great significance for achieving the integration of urban andrural area.The article explored the relationship between industrial chain and urban-ruraldevelopment from qualitative analysis and quantitative analysis. In the qualitative analysis,this paper searched the joint point of industrial chain and urban-rural development byanalyzing the industrial chain’s characteristics and operation mechanism, and explored thefeasibility of industrial chain promoting urban-rural co-ordination. It considers thatconstructing industrial chain has the function of connecting relevance and closing the gapbetween urban and rural area, as well as has many positive effects on the urban-ruralrelevance, industry association, employment, income gap narrowing, etc..In the quantitativeanalysis and based on VAR mode, this paper used causality test, impulse test and elasticanalysis to analyze the interactive relationships between industrial chain development andurban-rural co-ordination. By comparing the eastern and western provinces, it showed that,firstly, when the industry chain develops to a certain level, it will constitute Granger causality with urban-rural co-ordination. Furthermore, this kind of causality is negative at the presentstage，that the industrial chain development has led to the expansion of urban and rural gap,but the elastic analysis found that the better the industry chain development, the smaller thenegative effects. So, it is very critical to readjust the industrial chain which is gathered in thecity, and to explore the positive role of industrial chain in the urban-rural co-ordination.With Shaanxi Guanzhong, for example. This paper finally explored the path ofpromoting urban-rural co-ordination and the plan of constructing industrial chain. It showedthat the path of balance urban and rural development should follow the urbanization tocontinue urban development, but at the same time it should also speed up rural construction.Among them, urban development should be based on the city level to adopt gradientdevelopment strategy, and to undertake the important task of absorbing rural surplus labor.Rural construction should be in accordance with the agricultural development stage toexcavate and give play to the role of rural cooperatives and build the rural cooperative+enterprise+government mode. The purpose is to achieve the good cooperation amongindustry, agriculture and trade, as well as to realize the self-development in rural area. Basedon this path, connecting and extending industry chain and agricultural industry chain inGuanzhong region will also need to follow the top-down and bottom-up ways of citydevelopment and rural construction. The paper put forward the adjustment scheme ofindustrial chain which is good for urban-rural co-ordination, and further proposed theindustrial chain design, with obstacles and counter measures which may meet in the processof city development, rural construction and industrial chain construction. Finally, targetedpolicy recommendations were given.
