Guangzhou Development District (GDD) is one of the first established state-level economic and technological development districts approved by the State Council in 1984. It was located in the western area with industry as the leading industry. Under the correct guidance, GDD with the core of the western area achieved rapid economic growth, and the GDP growth rate ranks first in the city. With the division adjust in Guangzhou City in 2004, Luogang District, based on Development District was set up, which expanded to Zhenlong, Jiufo with the land area increased to 393 square kilometers. Behind the fact that the western area remains as the core of the Luogang District, limited space for development and environmental constraints such as full load capacity cannot meet the development needs of Luogang District. Therefore, we must seek another area with more development space and a better environment as the core area for further development of Luogang District. After studying and comparing several sites, the new Luogang Center was eventually located besides the Science City. Luogang Center is about 4.2 square kilometers. It is planned step by step as the core area of Luogang District from 2005 to 2007, with large-scale constructions began in late 2007, and the basic construction has been completed in 2009. The Government of Luogang District moved here from the west area in August, 2009.Luogang Center's process of relocating and finalizing the layout of was based on the urban planning and economic development considerations, taking less the perspective of environmental impact analysis. There are certain differences between the actual construction situation and the initial planning with the gradual improvement of center construction. Therefore, a number of contradictions between planning, construction and the environment gradually became obvious. From the perspective of environmental impact combined with actual work, this thesis made a retrospective analysis on this process, pointed out the irrational factors of the final site layout and environment, and proposed recommendations for solutions so as to advance more rational and sustainable development of Luogang Center.
