Food safety issues has become the focus of development in China today, thefoods are safe to depend on the control of food safety risk. In this thesis,throughcombing and researching the food safety regulatory system of developed countriesand china,and the analysis of30food safety incidents occurred in recent years, tocompared to find the inadequacies of China’s food safety regulatory system.Collation of information on all aspects analysis shows that the followingissues in China’s food safety regulatory work:Food safety risk monitoring systems areweak;Did not determine the Professional-led sector;The confusion of the regulatoryregime leads to the regulatory dereliction of duty; Food safety risk awareness of theadministrative supervision departments is poor;People lack knowledge of foodsafety;More problem in processed products and farm produce;The most importantfactor in the current food safety issues is the chemical hazards;Food safety regulatoryof government system is needed to be perfected.Because the government can not micro administration for food businessoperators, After the government enacts laws for food safety system and standardssystem,they can only supervise this after the food safety risks occurrence.Thispaper attempts to reduce food safety risks through the establishment of a food safetyrisk monitoring system model on the basis of our existing food safety regulatorysystem.Food safety risk monitoring system consists of three parts of the risk monitoring,risk control and risk management. The system is dominated by the authoritativedepartment developed information systems, builds a reasonable system of work,forms a top-down monitoring system. Risk monitoring receives food safety riskinformation timely with the multi-channel, after the screening and preliminaryassessment of risk information to take further risk control methods. Risk control,including government investigates and deals with emergency food safetyincidents,food safety risk assessment and food safety risk communication. Accordingto the different results of food safety issues, the Government takes subsequentrisk management activities,The results of the risk management is naturally role in the food business activities,continued to be monitored by the risk monitoring systemand continuous improvement.
