In order to implement the scientific concept of development, deepen the urban construction investment financing system reform, speed up urban development, and promote the development of the Guangzhou Gas industry, the Guangzhou Party Committee and the Guangzhou municipal government incorporated the Guangzhou Gas Company (hereinafter referred to as"GMGS") into the Guangzhou Development Group Company (hereinafter referred to as"GDGC"). Based on the strategic positioning and development goals of Construction of large-scale integrated Pearl River Delta for energy suppliers, GDGC should seize this important development opportunities. We should establish a bigger and stronger gas industry by restructuring the gas industry, greatly increasing the GDGC's investment in the Guangzhou and the Pearl Delta gas business, improving financing channels and the industrial chain.This paper shows the analysis and research of GDGC gas business resources and capabilities and external environment with strategic management theory and analysis model. The article thinks that there is good conditions and basis for restructuring the GDGC gas business. After restructuring the GDGC gas business, it will enhance the core capability of enterprise, steady the monopoly of gas business in Guangzhou area and realize the goals of bigger and stronger gas industry.According to the development position of GDGC gas business, it should take the focus strategy as the restructuring strategy of the GDGC's Gas Business. Based in Guangzhou and the Pearl River Delta, GDGC will focus on the development of natural gas pipeline business in Guangzhou with its monopoly advantages. Achieving the above objectives of restructuring strategy, GDGC should restructure and integrate the resources of the gas business by phases. It is also necessary to make the stage objective under ascertaining the strategic enforcing content. We must take appropriate measures, follow the principle of gradual improvement and appropriately deal with the problems in the recent affairs of strategy implementation. We must make the smooth restructuring of enterprises and marks the solid step for the forward business restructuring.
