Research On Government Conducts And Development Planning Of Tiaoshun Island Demonstration Zone For National Marine Industrial Base

2002, National Ministry of Science and Technology approved two "National Torch Plan" - Qingdao, Shandong Province and Zhanjiang, Guangdong Province as two national marine industrial bases. Zhanjiang marine industrial base still has not very good development planning and industry planning, while Qingdao marine industrial base has a certain scale. To promote the development of national marine industrial base, the government of Zhanjiang City approved Tiaoshun Island as a National Marine Industry Demonstration Zone on November 30, 2006.Under this background, this paper has mainly focused on the government conducts and the development planning of Tiaoshun Island, which is studied as an island model for Demonstration Zone of marine industrial base. The paper put forward some suggestion on the marine industrial planning, operation and management system,development strategies and finance strategies, which could serve as a reference for government decisions. The paper also demonstrates some thinking about land development, technology support and government conducts, which has important practical significance. After researched the current situation and the reality conditions of Tiaoshun Island, and viewed a few abroad cases, I clearly point out the development orientation for Tiaoshun Island in this paper.Through case studies, literature research, qualitative and quantitative data analysis, the thesis put forward some comments and suggestions for the government conducts and the development planning of National Marine Industry Demonstration Zone.
