Dave Ulrich, the professor US University of Michigan (2005) addressed that the role of enterprise human resources management could be divided especially into the strategic management partner, administration expert, staff stimulator as well as the initiator of organization change. Four big roles have the different style in performance and function responding to the enterprise different stage. The human resources management professionals must seek the new breakthrough, that is, data collection, analysis, appraisal and improvement to realize digitization management. The enterprise human resources management staff, under the current new economical situation, needs to enhance the efficiency, and outsourcing the non-core, tedious personnel management administration to focus on strategic human resources plan, operation efficiency and human resources value. Based on the trend of human resources management, DERS dedicates oneself on the human resources management professional data analysis. Binding with ourselves strengths in principles and data analysis, DERS provides employee satisfaction survey, competency assessment, attrition analysis, job evaluation and competitive matrix appraisal service.In the overall structure, the business program firstly elaborated the background and significance which this project is worked out, then carries on the analysis by using the strategic management theory to recognize the project feasibility from the internal environment to external environment, and explore the potential market opportunity using Five Forces Model. Next has analyzed external opportunities and threats as well as internal strengths and weakness in SWOT method which the company faced and therefore finds out company's strategy. With this future the operation management planning is formulated to specify marketing goals, positioning, marketing scheduling. Most importance is to analyze project profits and the investment return using the financial knowledge and. Finally, the business program has made risks assessment to clarify all risks in respects of finance, ethics, technology markets and management for investor decision-making reference.By fully analyzing and rationally reasoning, it is found that DERS owns itself strengths in products differences and professionals. DERS have adequate confidence in getting the return of investment with IRR 112% through integrated marketing and promotion strategy. Meanwhile, the period of investment return is just 2 years with dynamic ROI 50%. Therefore, DERS business plan is aligned with market requirement with promising perspective and investment return. With the efforts of business initiators, it is absolute an investment of low risk and high return.
