Study On The Current Support Policy Of Chinese Small And Medium Enterprises

No matter theoretically speaking or in the economic and social life,the small and medium enterprises(SMEs) can't be ignored.They have irreplaceable function in national economy.This is because SMEs can accelerate the technological innovation,emerging industries and enlarge employment.However,because of small scale,little fund and weak technical force SMEs are weak in the market competition . Especially when financial crisis broke out abominable financial surroundings put the Sees into great trouble. So how to protect and support SMEs through the current policy causes the government and scholars more and more attentionLast year global financial crisis spread to our country.Unfavorable external economic situation makes SMEs face enormous challenges, especially those labour-intensive industries ,traditional manufacturing industries and service industries.It should be noted the current difficulties of SMEs having both internal factors and external factors.Some of them are long-term chronic illnesses,and some are new.In complying with the law of market economy giving full play to the "visible hand" role and the "pilot" role concerning and guiding healthy way for SME is doubtless government departments's duty.So Government enacts public policies to support SME development has become inevitableSMEs support policy is an important component of national economic policy. They can help solve the problems of SMEs and promote the development them.Our Government has been valued and supported the development of SMEs for a long time ,and gradually a core SME support systems has been formed .Since the financial crisis broke out,Chinese Government promulgated a number of supporting policies to help SMEs to weather through the storm. The strategy of the SMEs development should be identical with the development strategic objective of the whole country.In this paper, the major government agencies and support policies for SMEs government are summarized, and we find that the main problems are:"national treatment" did not fundamentally get implemented, government management system is not propitious, financing difficulties, and social service system has not been established. Under current situation , to formulate SME support policy , we should remember some general principles and domestic and learn experience both abroad and inside.Also we should fully consider China's national conditions and characteristics of SMEs. On how to support the SMEs development at present, this text proposes three suggestions: Choosing the appropriate pattern, taking the effective action, profiting the reasonable ingredient from both abroad and inside.First, choosing the appropriate pattern. Contemporary China is in the transition period when new model structure is gradually being formed. Although, in theory, the market is the basic means of social resources allocation, China's market economy is far from mature, and many of problems can not be solved depending market alone.All that requires us when selecting the mode of SME support policies pay attention to the features of government-led and market-driven, focus on market competition and government-controlled combine, choose the balanced-type model, and exceed their respective advantages.Second, taking the effective action: increasing support, encouraging transformation and product innovation, enhancing the management level and quality of workers,solving the financing problems inveterately, and improve the social service system for SMEs further.Third, profiting the reasonable ingredient from both abroad and inside: formulating and improving laws and regulations for SMEs, establishing a professional regulatory agencies for SMEs ,providing financial support, providing information services , establishing social service system or network.Majority of small and medium enterprises should full use of their small-size, flexible and good operating advantages, seize the favorable opportunity of the preferential policies for product upgrades and technical innovation, and strive to develop their own brands and core competitiveness, so that they can adjust to the requirements of our country's industrial policy,environmental protection policy ,economical and sustainable development.In practice, the development of SMEs still need protecting policies to the improve the market environment and to change the unfavorable conditions. To maintain the competitive vitality of the entire economic environment and promote economic development rapidly and stately, the support policy of the government will be testified.
