Study On Hefei Test Area Innovation Status Quo, Problems And Countermeasures

To build an innovation-oriented nation needs a strong regional innovation system. Building an innovation-oriented country needs to form a rational structure, operative and efficient national innovation system, while the foundation of the national innovation system is to nurture a vibrant regional innovation system. Combination of building an innovative country's overall policy, Anhui Province set up the Hefei-Wuhu-Bengbu comprehensive reform pilot area for independent innovation in October 2008. As a central city of the pilot area, on the basis of the national scientific and technological innovation pilot city construction, Hefei carried out a series of comprehensive reform, such as the administrative reform, science and technology management system innovation, investment and financing management system, personnel and distribution system reform and land management system. Through the research of Hefei pilot area status of independent innovation, this paper systematically analyzed the related issues of Hefei pilot area construction.Firstly, based on analyzing and summarizing the research results at home and abroad, the author analyzed the characteristics of independent innovation comprehensive reform pilot area. Secondly, the author outlined the background of Hefei-Wuhu-Bengbu pilot area establishment and briefly described the main work of Hefei pilot area. Then, through the research and analysis of the economic and social development achievements in Hefei pilot area, including institutional innovation and new breakthroughs in industries development, entrepreneurship (risk) investment and intermediary service groups development, science and technology resources allocation and innovation platform construction, according to the data of the second national economic census and the National R & D resource inventory implemented by National Statistical Offices, this paper summarized the overall development of the conditions and characteristics of Hefei pilot area (including economic development, technological innovation, development environment, sustainable development, incubation and development of new industries, etc.), assessed the Hefei pilot area development potential, and analysed the remaining problems of the construction process. Finally, this paper presented countermeasures and suggestions for further promoting the development of Hefei pilot area and enhancing regional innovation capability.
