The Talent Strategy Of Hefei-Wuhu-Bengbu Innovation Comprehensive Reform Expeimental Area

The 21st century, the globalization leads to the appearance of the global village, which objectively leads to the development of the regional economic integration. Many foreign scholars study on the Capital, technology, personnel and other resources'function in the process of the regional economic integration, at last discovers that comparative advantages in regional competition more reflect in the aspect of personnel. Human resources as a core resource and capital, world attention has gradually been paid. How to play the role of personnel resources and benefits, how to keep the steps with the development of the regional economy, both gives birth to the study of human resources strategy. Human resources strategy includes the study of macro personnel planning and micro personnel selection and training, etc. This requires both the consideration of the Government's macroeconomic planning and policy guidance, and following the natural flow of human resources. The two taken together constitute the basis of talent strategy.This paper chooses Hefei, Wuhu and Bengbu as research objects. Through the analysis of talent resources and industrial economy in this region, the basic situation of human resources can be explored.
