Management master Peter. Drucker in his The Practice of Management writed that "the quality and capacity of managers decide enterprise's success or failure." With the advance of economic globalization, market competition becomes more intense, enterprises begin to set higher quality requirements to full-time professional managers.Professional managers exactly should have what kind of competence to fit it's position? How to measure the competence of professional managers? What kind of methods can be used to make a comprehensive evaluation of a professional manager's competence? All these are needed to solve among the current study of professional managers.This paper takes professional managers for the object,use behabior events interview,surv- ey questionnaire, job analysis, panel discussions, literature search and analysis to explore the competence of professional managers.Initially established a competency model of professional managers;on this basis, this paper builds a competency evaluation system of professional managers.This study concluded that the competency model of professional managers includes 5 dimensions and 33 specific factors; competency evaluation system of professional managers includes target layer, criteria layer, indicators layer , Analytical Hierarchy Process (AHP) can be effective to determine the competency index weight, Fuzzy comprehensive evaluation method can provide a scientific assessment of professional managers's competence; the competence evaluation system was applied in the New Millennium Investment Group in Shanxi Province, evaluation results show that Yang Xin's competence was displayed as"excellent", he is the best candidate for vice president of New Millennium Investment group.The results of this study can be used in human resource system construction for private enterprise, including recruiting and selecting ,leadership development, performance evaluation and compensation management, career management.Besises, the research results also can help to promote the process of professionalization, enhance the overall quality of China's professional managers.
