With the economic development, professional managers is gradually rising, andimproves the management efficiency, reduces operational risks in China. However, theselection mechanism of professional managers and market evaluation system is far from beingformed. Commonly, the methods of professional managers performance evaluation includethe objective management method(MBO), a key indicator method(KPI)and other, mainlyfinancial indicators make the quantitative assessment of its performance. However, the finalresults of the enterprise must be affected by many external factors in the complicated businessenvironment, and the performance evaluation results can not comprehensivly and sciencelyreflect the efforts of professional managers, and can not truly reflect the value of professionalmanagers. How it assesses the performance was a big problem for the principal who arestrong autonomy on the job, working hard to monitor the process, the results are difficult toquantify in the human resources, planning and other departments. Competency modelprovides a scientific, systematic, fruitful ideas and methods for the human resourcemanagement. And the application and effectiveness have attracted more and more executives.The performance evaluation based on competency model is an effective tool for the expectedto meet the organization's strategic goals and improve organizational performance. Theestablishment of professional manager competency model and the study of effectivemechanisms for performance evaluation of professional managers have great theoretical andpractical significance for the enterprises in China.In this paper, the theory of domestic and international performance evaluation andcomparative analysis are reviewed, and the concept of the competency model is described.For the problems and the lack of performance evaluation of professional managers, it isnecessary to establish the professional managers performance evaluation based on competency model. The paper has established the design principles and framework of theprofessional manager competency model, selected and identified the index of the professionalmanager competency model through the questionnaire, and constructed professionalmanager's performance evaluation system, using AHP to determine the index weight. Thepaper make a performance evaluation of the general manager in S company according to theevaluation system of the fuzzy comprehensive evaluation method, the results are authorizedpersonnel of the organization.In this paper, the performance evaluation of professional managers has engaged in auseful system to explore, and it is useful to enhance the level of the professional managers onperformance evaluation and competency of professional managers.
