Medium-sized and small enterprises in China play an important role in promoting economic development and have a significant effect on easing employment pressure and promoting technological advancement. However, the common problem troubling the development of medium-sized and small enterprises is financing one. On the basis of consulting a large number of domestic and foreign relevant documents and experience, the author has analyzed and studied medium-sized and small enterprises'financing environment and influencing factors and made a comparative analysis on medium-sized and small enterprises'financing actions while exploring the financing environment for medium-sized and small enterprises and financing behavior relationship. The author has put forward a counter-measure on perfecting financing environment of medium-sized and small enterprises, that is, medium-sized and small enterprises should select the appropriate financing behavior according to changes in financing environment.With intense competition in the market environment, the government should create a good financing environment for medium-sized and small enterprises. Financial institutions should change their notion, be fully aware of medium-sized and small enterprises important effect in economic development and keep strengthening the medium-sized and small enterprises'financial service'supporting. As the main body of medium-sized and small enterprises for financing, according to their own positions in the industry and differences in the growing stage, as well as the location of specific financing environment they can select the appropriate channels and means of financing.
