Poverty and anti-poverty is an old and heavy topic of the historical development of human society since ancient times, it is not exaggerated to think that the history of the development of human society is a constantly history of struggling with poverty. At present, with the overall improvement of China's social and economic level, forestry, as the national sustainable development's basic industry, its present development situation is actually not optimistic. Particularly, the socio-economic backwardness of forest region and the forest poverty has an impact on forestry development and become the weak link of the entire social development. Therefore, to further study how to eliminate the problem of forestry poverty on the basis of anti-poverty in rural areas was already imminent. Address forest poverty in China is not only building a new socialist countryside in China is significant and on the realization of a socialist well-off goals.This paper studies the one hand, the causes of poverty theories and theoretical models in-depth analysis of anti-poverty strategy based on the status of China's forest areas and causes of poverty and made a comprehensive summary. On the other hand, by drawing on international experience and in anti-poverty counties in Jiangxi province as an example to further explore the cause of poverty because of our forest areas and poverty alleviation policies and measures. With a large-scale of statistical data analysis and literature research, through our poverty line, poverty standards in China and combine with the development of forestry areas to define the concept of poverty in forestry region.Then use eight major constraints which may affect poor foresters'income, who live in the forest region, to construct a set of forest policy protection mechanism that aim to solve the puzzle of forest poverty. There are some suggested poverty reduction policies and measures should be mainly implemented: First of all, start to promote the reform of forestry ownership system and make more efforts to support national policies and funding which would genuiely improve the development of forest infrastructure, mainly to adjust and prioritize the existing forestry industry structure; secondly, through a variety of ways to improve the forestry investment and captial raising, strengthening the forestry taxation system reform in order to change the logging quota management system that aim to encourage foresters to work hard. At last, the government or relevant organizations need to guide the foresters build a new kind of organization that called forestry economic cooperation, which could strongly drive peasants to increase their incomes to help them pile their wealth up. All of these should support by deepening the reform of management system for science and technology, promoting the innovation and popularizing the scientific and technological achievements to help and fasten it.
