At present, China is in a period of rapid development of urbanization and rising population, which leads to the resulting environmental pollution and social order problem becoming increasingly significant. In order to respond to and improve the problem of "urban disease" spreading, in recent years, the domestic large and medium cities have carried out activities to create the national garden cities. However, the existing standards of national garden city did not fully consider the green space quality, ecological environment construction and other indicator contents, which makes it difficult to comprehensively and objectively reflect the situation of urban greening, and there is also a lack of standardized evaluation basics for the three-year review of national garden city.An evaluation index system for national garden city is constructed and optimized in this paper based on the existing national standards for garden city, with an aim to develop ecological cities, through an integration of subjectivity and objectivity methods and a combination of qualitative and quantitative methods. This evaluation index system is consist of four aspects including urban green space, green space quality, municipal infrastructure and ecological environment construction,This research focuses on the process of screening and optimizing the indicator, the first step of which is to conduct subjective judgments on the primary indicators by an expert screening method, and then to select six different cities in China, collect sample data according to indicators and numerically standardized the data. For those still relatively complicated indicators, statistical filter is processed by sub-categories: Pearson'sχ2 statistic is used to calculate the correlation coefficient of the qualitative indices, and then principal component analysis and factor analysis are used to filter them; cluster analysis and correlation analysis are also employed to screen and optimize the quantitative indicators, and finally an evaluation index system for national garden city is constructed.Taking Changzhou City as the subject for this research, accordingly evaluation indicators and comprehensive evaluation rating scale are developed to give comprehensive evaluations using analytic hierarchy Process (AHP) approach and indicator weighed by the city's own characteristics and location differences. With the values for every indicator calculated form related statistical data, a result for the comprehensive evaluation is reached. Comparing the result with the current status of the garden greening construction in Changzhou city, it shows a fairly high overall level for the garden greening construction in Changzhou city, which is approaching the goal of building a eco-garden city, but the green space is of relatively low quality, which indicates that the ecological environment has not been improved significantly. Corresponding construction measures are proposed in this paper and regional characteristics of the garden city construction of Changzhou City are also discussed.Finally, two cities of different types, Kunming city and Yinchuan city, are chosen to conduct necessary suitability test on the evaluation index system to conclude the applicability of the evaluation index system and its drawbacks. The comparison on the evaluation shows that the evaluation index system constructed is able to well reflect the actual situation, which has further validated its feasibility.
