The Evaluation Index System Of Knowledge City Construction And Empirical Research

Nowadays, many countries have realized that knowledge is becoming the competitive basisof the development of the world. The one who gets the most cutting-edge knowledge andtechnology will lead the world’s economy. Therefore, the knowledge-based economy hasbecome a consensus among all countries. The Knowledge City is the inevitable product ofKnowledge Economic and urban transformation. Meanwhile, the Knowledge City concept hasgot more and more recognition and attention in recent years during China’s urbanizationprocess, for example, Shenzhen has put this concept into urban development and strategicplanning, exhibiting relatively pioneering vision. Shandong Province is a economical provinceas well as a major unban province, cities play a very important role in the national economy.Especially rapid economic growth brings about the pressure of rapid urban expansion recently.Therefore, the introduction of the Knowledge City concept in urban construction anddevelopment is definitely necessary, relevant experts and scholars also study in this issue tobuild good and orderly cities. This article sets foot on the Construction status of the KnowledgeCity in Shandong Province, building the knowledge city evaluation index system, using theAHP method to analyzes strengths and weaknesses of the Knowledge City construction fromsix aspects of human resources, cultural exchange, scientific and technological innovation,economic base, industrial structure, urban environment, and proposes the security measures.There are six chapters in this paper, which can be divided into three parts.Part I:chapter1,2. The first chapter introduces the thesis’ background, purpose, significance,content, and innovation; the second chapter discusses the Knowledge City’s origins, conceptand content, as well as domestic and international research status.Part II: chapter3,4,5. This part mainly builds the Knowledge City evaluation index systemfrom the city human resources, cultural exchange, scientific and technological innovation,economic base, industrial structure, urban environment, then gives a comprehensive evaluationof the Knowledge City Construction Status of Shandong Province. Chapter3firstly determinesthe principle of the indicators selection, then combines with the Knowledge City’s content onthe basis of previous research, determining the evaluation index system of the Knowledge City.And then gives the details of AHP evaluation method. Chapter4describes the selected object,data sources of study, and use the AHP method to calculate the Knowledge City’s compositescore of Shandong Province and each city, then divides them into5types according to thescores: knowledge-spillover city,, knowledge-abundant city, knowledge-intensive city,knowledge-lack city and knowledge-deficiency city. The results shows that: Shandong Provincehas a higher level in the domain of Knowledge City construction, but the knowledge of the cities in Shandong Province are not average. Chapter5analyzes the results of the evaluation,gives suggestions from emphasis human resources’ training and attraction, developing the city’ssystem of innovation,promoting urban cultural infrastructure construction, attaching importanceto build a radiation related industries, improving the government’s management and servicefunctions, and optimizing the urban environment, in the hope of providing reference for theconstruction of Knowledge City in Shandong Province.Part III: Chapter6. The conclusion and future research directions.
