In the morden market economy conditions,human resources are the first resource in the enterprise,and the talents are the high-level part of them.Because they have better capacity and quality,they can make an important contribution and play a key role to the enterprise through their creative work.And now,After China's accession to WTO,with the entry of foreign iron and steel enterprises in great force and the emergence of private iron and steel enterprises on a large scale,increased the competition in the domestic iron and steel industry situation,and the competition about talents has been more and more fiercely.So how to guarantee the human resources of the enterprises strengthened constantly and keep the talents and improve the market—competition—power are the flinty,hot and realistic problem that Ansteel group must have to face.This paper,mainly based on modern management and development theories and author's working experiences of human resource in Ansteel group,has some research and analysis on controlling the brain drain of iron and steel enterprises. Through deeply analyzing the general causes of brain drain in enterprises, further analyze the specific reasons for the brain drain in Ansteel Group based on questionnaire survey of workers job satissfaction level.The author has put forward some shallow principles,methods and strategies on the brain drain problem. The purpose of research in this paper will help Ansteel group to solve the brain drain problem thoroughly arid gain advantages through manage brain drain to deal with human resources management and development correctly in the fierce competition in the market. This paper includes five parts mainly:introduction, summary of related theories and literatures,analysis of the causes about brain drain,research of the countermeasures, the conclusion and outlook.The first part is the introduction which introduces the background,significance and objective,the way of study and the main contents about this paper. At the second part of this paper,the author reviews the related concepts,the theoretical and literatures on brain drain,related incentive theories. The related concepts including talent and brain drain,the theoretical and literatures including Mackey and Simon model,the idendtical objective theory of Zongsongyilang,Price—Mueller (2000) model, the related incentive theories including Maslow's hierarchy of needs theory,equity theory,expectation theory, two—factor theory,achievement motivation theory. At the third part, author analyses the general reason of brain drain in enterprises,including:macroeconomic factors,enterprise factors and individual factors,then focuses on the reasons for the brain drain in Ansteel Group based on the results of synthesizing and summarizing workers job satisfaction level questionnaire survey. The fourth part is countermeasures of the causes about brain drain,author proposes the corresponding countermeasures with the reasons of brain drain in Ansteel group,and designed the Ansteel group brain drain causes model from job satisfaction level view.This paper proposes some measures corresponding with improve the level of human resource management and development of Ansteel group,such as a compensation distribution system based on the value of position,a KPI performance appraisal system,training system of scientific personnel,reforming the way of promotion and other measures.The last part is the conclusion and outlook,the author summarizes and points out the shortages,the further research direction about this paper.
