Nowadays more and more attention has been focused increasingly on the research and development team that serves as a core of enterprise organization. The relevant research concerning research and development teams in enterprises has already yielded a certain achievements, regardless of the perspective from organizational behavior or from the management. Compared with the traditional enterprises, the high-tech enterprises are of relatively a short history but are mainly characterized by attaching importance to innovation. Liaoning province is in possession of an old industrial base, which indicates that in the course of reforming the old industrial base, the most important thing is to form a research and development power of enterprises and to enhance the innovative capability of research and development team of enterprises, in addition to the adjustment of industrial structure.In the existing theoretical research of technological innovation, in particular, complementing the basic theory based on practical examples is mostly needed.Therefore, this study is mainly based on the empirical research methods, partially choosing the innovative capability of research and development team from high-tech and non-high-tech enterprises in Liaoning province as a comparative research, which is of certain practical and theoretical significance.Above all, on the basis of approaching literatures, this paper reveals the characteristics and main influencing factors of the innovative capability of research and development teams from high-tech and non-high-tech enterprises, taking the partial research and development teams of enterprises in Liaoning province as its research subject in accordance with the creation psychology paradigm from a microcosmic perspective,collecting datum by using the research method of questionnaire and in-depth interview, analyzing the relevance among creative climate, members composing and the innovative capability of research development teams, illustrating the respective characteristics and the shortcomings of incentive policies, creative climate and corporate culture from high-tech and non-high-tech enterprises in Liaoning province.Finally, this paper proposes the practical countermeasures for the improvement of the innovative capability of research development teams in enterprises of our province.
