The Research Of Agricultural Direct Subsidy Policy Of China

The Agricultural Direct Subsidy Policy (ADS) refers to transfer directly the financial income of the government to the individual farmer in order to maintain and increase the farmers'income or reduce the damage to the farmers'income because of the adjustment of the policy. There are differences between the broad definition and the narrow definition of ADS. The research of this paper is confined to the narrow definition of ADS, that is, the governmental payments to compensate the losses of farmers'income due to the abolition of the price supporting policy or other adjustment of policy. In China, ADS is also called Grain Direct Subsidy policy.ADS is not a policy of long history, taking into effect at the special prime that the former Grain Protective Price Purchase Policy can't work normally, and the problem of'San Nong'is present and enlarged together with the requirement of the WTO'Green Box'rules. From 2002, some areas in Anhui province and Jilin province set about this kind of the pilot subsidy. In 2004, this policy had covered the most provinces, autonomous regions and municipalities of China. The year of 2007 is the four year to carry out this subsidy policy at the range of the whole country.This paper mainly adopts theory research and practice research method, dedicating to have a concrete and deep research of e ADS. Author firstly explain the definition of ADS confining the range of research to the narrow definition of ADS, then discuss the expectation of value and target of the policy in order to make a good foundation of the later research. Secondly, on the basis of systematical collection of the subsiding date of every provinces, autonomous regions and municipalities of China, the paper give a concrete and accurate classification and research of the contents of the policy. Author also make anther emphasis on the problems occurred in the process of the making of the policy, then give the corresponding suggestions on them.
