The High and New Technology Enterprise refers to the enterprise which researches and developes the produces, and sales high-tech products or uses High and New Technology massively. Facing the intensive market competition, it needs to raise the management level to strengthen the survivability. As the main strength in the enterprise, the level of Mid-level Managers' Leadership Power has the significant affects on the development of the High and New Technology Enterprise. Therefore, it has the very profound significance to evaluate the Mid-level Managers'Leadership Power and instruct them to raise the level of the Leadership Power unceasingly.This paper takes the Mid-level Managers in the High and New Technology Enterprise as the research object, specifically studies the each parts of the evaluating the Leadership Power of Mid-level Managers in the High and New Technology Enterprise. The paper has firstly elaborated the background and significance of the research, and based on retrieving and reading massive related literatures. The paper introduces the related the theories about the High and New Technology Enterprise, the Mid-level Managers as well as the Leadership Power. Under instruction of the theories, this paper elaborates the appraisal system of the Evaluation Model of Mid-level Managers' Leadership Power in the High and New Technology Enterprise, including the principle of establishing Leadership Power appraisal indices system and the construction of Leadership Power appraisal indices system, and the evaluation method. The construction of the indices system is the most important part of the paper and involves a large quantity of content. The main idea is using the Delphi method and the questionnaire survey method and the SPSS former indices system to construct the indices system of the Leadership Power of Mid-level Managers in The High and New Technology Enterprise scientifically. Meanwhile, this paper has carried on the summary and the analysis to the former methods of the evaluating Leadership Power, introducing one more objective and more comprehensive method which named Set Pair Analysis to evaluate the Leadership Power of Mid-level Managers in the High and New Technology Enterprise. Finally, combining the N company case example, using the Set Pair Analysis and evaluating the Leadership Power of Mid-level Managers in the High and New Technology Enterprise to confirms this evaluation model, and the result indicates that the appraisal effect is good.
