Research On Government Policy Guidance To The System-transformed Scientific Institutions

Due to the immaturity and lack of complete regulations of the domestic market, those enterprises that has been transformed from the nation-organize science institutions are facing obstacles at interests contradictions, slowdown in development, which has cast a negative impact on the overall public technology services.Combining the theories of Public Goods and Marketization of Public Services, this paper analyzes the overall situation of the organize system transformation in Yunnan's scientific institutions and investigates the status of those institutions'supply in public technology services. By using the analytical tool of social statistics and referring to the relevant national policies and successful experience abroad, a dynamic game model is established to study the issues. The author puts forward the policy guiding point with government policy guidance on public technology services by system-transformed institutions, sponsoring the basic research on the development of pure public goods, subsidizing the services of quasi public goods and strengthening the policy suggestion of performance evaluation system.
