Recently, Aquaculture as a traditional industry has made a considerable progress under the impetus of the structure adjustment, system innovation and technology advancement and has been more and more significant in social, economic and everyday life. The development of aquaculture in Harbin is not only to enrich the local resident's vegetable basket but also plays an active role in agricultural efficiency and an important channel for farmers to increase income in the new era. However, because of the excessive development and inadequate protection, there are still many problems with the current development of aquaculture in Harbin which has affected cohesive aquaculture productivity. How to clearly recognize the influencing factor of cohesive aquaculture productivity of Harbin under the market economy condition? How to guarantee the stabilization and enhancement of comprehensive aquaculture productivity? These questions were just the main content to study in the article.The main objective of this article is to analyze the comprehensive aquaculture productivity of Harbin, and study the potent ion of output of aquaculture in Harbin. According to the modern comprehensive aquaculture productivity characters of polymorphic, multiple administrative levels, structural, systematic, it had evaluating, analyzing, optimizing function for aquaculture productivity and could have a more in-depth study about improving the overall production capacity in Harbin. This article tried to find out the effective way to increase yield and present some good policy advice on how to improve comprehensive aquaculture productivity of Harbin. First, this paper described the natural conditions of the waters of Harbin, as well as the distribution of important cities and counties ,and analyzed the fluctuations and trends of Harbin aquatic production during the time interval from 1985 to 2008, this paper analyzed the main construction factors of comprehensive aquaculture productivity and set the numerable criteria for each factor, and the index system is set to weigh aquaculture productivity using of Factor Analysis, ultimately, this article had better factors affecting the comprehensive aquaculture production. The result is factors input, natural calamity, processing support, foundation bearing capacity which ranks the order as the important degree to affect aquaculture production. And in order to overcome the deficiency of certain factors that can not be quantified, this paper also analysis local characteristics and advantages of aquaculture production by interviewing Shangzhi, Bayan in order to improve the comprehensive production capacity of aquaculture in Harbin. At last, based the C-D production function; the changing trend of grain structure and the potential of output increasing are estimated.According to results , the policy application is as bellows: focusing on developing healthy and green type, and Anti fouling and disaster type, distinguishing feature type, benefit type, multiple type by strengthening the ecological planning, reinforcing infrastructure construction, accelerating the structure of products, speeding up technological innovation, stabilizing adjusting the industrial structure, thereby enhancing the comprehensive aquaculture production capacity of Harbin.Two creative points of this composition are a detailed analysis based the results of previous studies, combined with the actual situation in Harbin, Factor analysis model providing the base of theories for the research on comprehensive productivity.
