The Research On Model Optimization Of Agricultural Circular Economy Development In Tailai County Of Heilongjiang Province

Sustainable agricultural development is the basis for the sustainable development of human social and economic, the fundamental guarantee and priorities to implement the sustainable development strategy, and it is also the important concept part to implement people-oriented, comprehensive, coordinated and sustainable scientific development. As the core of agricultural economy sustainable development strategies, agricultural circular economy related with the whole social and economic sustainable development. It used the law in ecological reconstruction to make the economic activity into a new formation "resources - products - renewable resources", this feedback process and the recycling mode "low extraction - high utilization - low emissions," is focusing on cleaner production and agricultural waste's multi-level use. And through the material energy's echelon, closed loop system, this model makes the economy harmoniously into the material recycling process of natural ecosystems, and maximizly increase the resource and energy efficiency in order to achieve ecological economic activities, eliminate environmental pollution and enhance economic development quality.This article integratedly used the theory of circular economy, ecological economics, agriculture, ecology and sustainable agricultural development theory and other disciplines theory to briefly discusse the agricultural circular economy theory including content, basic principles, technology support based on in full knowledge of domestic and international agricultural circular economy research and development trend, and format an important theoretical basis for this thesis.Through the research on the theory of agricultural circular economy, this paper summed up a set of agricultural circular economic development assessments and circular economy optimization technology methods, the specific technical route includes five stages: the agricultural situation and SWOT analysis, the comprehensive evaluation of the agricultural circular economic development, the optimization design of agricultural circular economic development model, the implementation approach and safeguards of agriculture circular economy.The technical methods are used in agricultural circular economy development of Tailai County and it takes a SWOT analysis to make a preliminary identification on the status of circular agricultural development in Tailai, qualitativly analyzed the strengths, weaknesses, opportunities and threats in the agriculture circular economy development strategy of Tailai.On the basis of the scientific evaluation of extensive research of agricultural circular economy In Tailai, it established index system and used SPSS to do the principal components analysis, build the agricultural circular economic evaluation, and made the system diagnostics and comprehensive evaluation on Tailai County Agricultural Circular Economy development level in 1990-2009, using method of the barriers to analysis quantitativly. The results show that: In Tailai, the comprehensive agriculture economic development level is showed an upward trend, but the index of reduction of inputs and resources, recycling of resources is the major obstacle factors to restrict Agriculture circular economic development of Tailai County.According to the level of Tailai agricultural circular economy development and the differences in agricultural structure, the paper put forward of the new program that optimaze the original system structure and the model of promoting function of agricultural circulare economic development. It also made the model for structural analysis, functional analysis and comprehensive benefit analysis, and verified the rationality and feasibility. According to Tailai objectives of agricultural circular economy development, this paper definited the approach and safeguards for the agricultural circular economy to ensure Tailai county have a steady developmen of agricultural circular economy, truly realized the mutual coordination of social, economic, environmental, and promote man and nature's harmony development.
