As China's economic restructuring, high-tech enterprises are springing at a high speed and a large scale, and their contribution to China's economy is rising. At the same time high-tech enterprises are facing the difficulties in attracting and fostering talent. As R & D personnel have the special resources which named human capital, if R & D personnel mobile too often, the sustainable development of high-tech enterprises will seriously be affected. And equitable factors will make a significant impact on R & D staff. That means R & D staff maybe leave enterprise if they be treated unfairly. The Fairness is an old topic, with developing of society, the fair has become more diversified content. In 1965, Adams brought forward the equity theory, the equity theory had applied in organization formally. At this point, more and more enterprises began to give more attention on fairness.Departure is a sensitive topic for the businesses and employees, Turnover Intention means that the employees have the idea for departure, but the action may not happen. On the other hand, it belongs to the areas of psychology. However, Turnover Intention will affect the performance and increase uncertainty that if the staff will stay in the organization, thereby increase the business risks and business costs. For the above reasons, I try to find the relationship between sense of China's R & D fairness and turnover Intention through researching and studying.In combination with Chinese cultural background, I get some useful information about employee sense of fairness through questionnaire survey to different high-tech R & D personnel in large regions. The questionnaire refers to a number of domestic and foreign-related research results, and for this particular group of R & D personnel sets some specific question.I divided the fairness into four dimensions below:the equity of distributive fairness; procedural fairness; interpersonal fairness and information fairness. Through the questionnaire survey and data analysis, I discovered and the amended proportion of China's high-tech R & D personnel in distributive fairness, procedural fairness, interpersonal fairness and information fairness and summarized high-tech R & D personnel personality characteristics and found their hierarchy of needs. So as to further gave some policy recommendations for enterprises to build a platform to retain and attract the best talent.
