Study On The Problems For Renovation Of "Village-in-city"in The Urbanization Process

The existence of the village-in-city results from the fast urbanization process in China,it is a Particular social Phenomenon in China which we have to pay close attention。The problem of the village-in-city bring in the back ground of city and village Dual government system. At Present,the conflict in the reform Process of village-in-city is impeding the harmonious development of the city,the upgrading of the urban functions,the improving of peoples'living standard,and has became one of the important Problems which deserves the common concern from city government,villagers,scholars and so on.These years,as Zhengzhou City develops fast and well,the existence of the village-in-city which has been rounded by The city has greatly affected the further development of the city,the village-in-city is different from other modern community in city and embodies the common features in the Primary Phase of most cities'urbanization. Exploitation into such a successfully reformed community is of practical values to those villages which have not yet been reformed.Basing on the filed investigation and the writer's thought raised by his personal life experience in such village,the study analyzed the economic, social and management problems related to the village in city, explored theirs basic character and the historical cause of formation with the direct and systematic point of view, proposed basic principles and measures to reshape the village in city combining with experience of other cities, thus made it possible to inquire this phenomenon better theoretically and to find a practical and policy route to reform the village in city in central areaThe study also showed the role government should play,which is to guide,serve and supervise in Zhengzhou's reformation of village within city, and proposed to standardize land policy,to control increase incremental land development; to standardize government act,to do well in compensation for demolition; to strict construction surveillance and compliance function; to perfect further construction of related laws and regulations.Finally, to settled the problem of village within city. First of all,is to start from the system and implement city and countryside integration management; secondly ,to establish strict,scientific urban development plan,to properly solve the housing problem of non-native population,to strengthen the concept of transformation of the villagers,to actively promote the employment and perfect the resident's social security system. Government must take safeguarding fundamental interests of the majority of people in village within city as foundation,to fully exert government effect,to contribute to the promotion of reformation of village within city in the proceed smoothly,to promote transformation from villagers to city people,to promote the development of the urbanization.
