Corporate culture is the soul of corporate, it can not be replaced with a central role in the business process, it is the important factors to build core competence. The core content of corporate culture is shared values, it indicates the significance of the existence and the fundamental purpose, determines the business objectives of long-term efforts. Corporate culture makes employees have a common goal, and weakens the tendency of personal preferences within the enterprise, unifies business interests and the interests of individual employees, and enhances the enterprise's cohesion and solidarity. As an independent legal personality joint-stock oil companies, the key issues to Dongsheng company is how to run a modern enterprise system according to the company culture. After the period of rapid development of Dongsheng company, there is a need to address the shortcomings of the existing culture in order to reduce administrative costs, to achieve business development goals, while to promote the development of Dongsheng company and make the new leap.This paper used survey research methods and field research methods, combined closely the actual production and operation of Dongsheng company, reviewed the development history of Dongsheng culture and the effect on enterprise development, drawed domestic and foreign enterprises successful experience in building quality culture, studied Dongsheng culture through questionnaires and interviews in the form of data collection, based on systematic analysis of the data, pointed out existing problems of Dongsheng culture, finally elevated Dongsheng culture from concept level, system level, behavioral level and material level, improved the modern enterprise system of Dongsheng company, improved the influence of the corporate culture, formed a strong business climate, infected and constrained each employee to consciously give up some values and behaviors which are not conducive to enterprise development, thus eliminated friction and cost management, reduced monitoring costs, reduced communication costs, and promoted business development goals.
