Along with the development of information technology and socio-economy, the telecommunications operators, as an important part of the information industry, face ever-increasing challenges, mainly including the continuing shrink of the traditional telecom services market, and the constant declining of income. The rapid development of the Internet poses immense challenges for the telecommunications operators, which are most obvious in the traditional telecommunications business.A variety of instant messaging software is replacing the traditional voice services, data services of the telecommunications operators, cutting down their source of income to a great extent. Only by constantly developing new products, new businesses, and expanding the structure of earnings, can the telecommunications operators survive the fierce competition.As the telecom operators has long engaged in traditional voice services and data services business,they lack the relevant experience in product innovation, and there is not a relatively good system for product innovation.At the same time, the process of product innovation in recent years has also exposed a number of issues within the innovation system, such as the corporate culture in the process of product innovation is not a good incentive to play the role of product innovation system, extensive management, etc.Based on the above problems, the paper has researched the latest theoretical achievements at home and abroad. And on this basis, build a relatively complete system model of product innovation as the core of this study. In the process of designing of the product innovation process model Telecom operators, this article start from the two main lines:the first main line is to research a theoretical system of product innovation trends in the evolution for the various elements to study the latest theoretical results at home and abroad, then predict that the elements of development trends. The second main theme is to start from the empirical studies through innovative enterprises of the typical home and abroad, according to industry and enterprise innovation system features are divided into different innovation model.The study of these models, combined with China's telecommunications operators'situation, product innovation and design for the status quo of China's telecommunications operators design a product innovation model.The model include a product innovation strategy, corporate culture, organizational model,innovation-oriented point of view, and several other telecom operators product innovation mechanisms.etc.
