Technological Innovation Capability Of Typical High-tech Zones Comparative Study

The high-tech zones are not only the cradles of technological innovation, but also the important bases to implement the high-tech industries. Technological innovation is the basic premise of the development of high-tech industry. It is also the new engine to achieve sustainable economic growth. The typical domestic high-tech zones are leaders in many high-tech zones, which are rich in innovation resources and gathered a large number of high-tech industries. But now, the high-tech zones based on the land, capital and the various preferential policies, which ignore the important function of the technological innovations to the increase of the economy. This paper attempts to compare the technological innovation capability of the typical domestic high-tech zones, and find the advantage and disadvantage of the typical domestic high-tech zones in the development of technological innovation and promote the upgrading of technological innovation.This paper based on the relevant index of the Department of Science and Technology. This article combines the feature of the high-tech zones to build the technological innovation ability index system. Using factor analysis on the domestic high-tech zones in 54 state-level comparative analysis of technological innovation capability, and 15 indicators from the four common factors respectively, from the profit factor of technological innovation, the technological innovation input factors, the technology innovation exchange factor and the technological innovation factor on the domestic factors typical of tech ability evaluation. As a result, the typical high-tech zones ranking in the forefront of the country. Beijing ranked first followed by Shanghai, Xi'an is the fifth which rank after Shenzhen, Chengdu ranked seventh, the ninth is Wuhan.Although the six typical high-tech zones achieved gratifying results, there still exists the advantage and disadvantage in the technological innovation. According to the analysis, the reason why the Technology Innovation Exchange Factor is lower than the average level, the technological innovation input factors, the technological innovation factor, and the profit factor of technological innovation are not leading is that the enterprise pay less attention to the innovation, imperfect innovation system that neglect the technological innovation cooperation and lack of intellectual property rights for core technologies. To solve those problems, the paper suggest that to increase technological innovation park investment, increased research cooperation efforts to develop industry alliances, build a business as the core technology innovation system, establish and improve relevant policies and regulations to enhance technology innovation capability in the high-tech zones.
