Coal is one of major energy in our country, coal industry have an important position innational economy. It's also recognized as a high-risk industry. The workplace is constantlymoved underground and frequently damaged by water, fire, gas, grime and other naturalcalamities, so the accident is inescapable. In recent years, there are many extraordinarilyserious coalmining accidents occurred in China, these accidents not only claimed the lives ofminers, but also brought huge economic losses to the social and enterprises, suffered China'sinternational image. By comparing with the safety measures of other countries, it shows thatthe low emergency capability and the ineffective emergency rescue are the leading causes ofthe serious consequences. Because it missed the emergency time without adequate emergencypreparedness, the accident has not been controlled timely and effective, then, the secondaryaccident lead to vicious disasters, cause more lager casualties and economic losses. A researchon evaluation of emergency capability in coal enterprises can provide references for theemergency capability contribution; it also has significant means in theory and practice tostrengthen the normative and scientific of emergency management in coal enterprise andimprove the emergency capability.On basis of elaborating the characteristics of production and accidents in coal enterpriseand the analysis of emergency capabilities, this paper analyzed the status and problems ofemergency capability contribution in Chinese coal enterprises. By learning the emergencycapability evaluation of domestic and foreign scholar, the index system of emergencycapability in coal enterprise is constructed, meanwhile, AHP method is used to define theweight of each index. Then, the fuzzy comprehensive evaluation method is used to establishthe fuzzy comprehensive evaluation model of the emergency capability of coal enterprises.Actually, the model was applied in practice to evaluate emergency capability of a coal mine. According to the results, this paper provides a number of recommendations about how tostrengthen the emergency capability contribution which can improve its emergency capability.
