| Since the reform and opening up, China's urbanization and regional economic development has become the two major socio-economic phenomena which attract worldwide attention. In the market economy, rapid industrialization would not only lead to rapid urbanization, but also it would bring about the region's rapid economic development and the expansion of regional differences. As China is in a historical period of rapid industrialization, the stage of comprehensive transition from planned economic system to the market economy, and the special period of comprehensive pushing forward the economic globalization, the rapid advance of urbanization, the development of regional areas and the expansion of regional differences become an inevitable trend in the period. With the rapid industrialization and urbanization progress, on one hand, the sudden emergence of the regional economy, a number of progressive developments and evolution of urban built-up areas into urban agglomerations, and in the national and relevant regional urbanization, regional economic organization highlighted its "growth pole" and " growth center "role; On the other hand, while from 90s 20th century China began to emphasize and implement the "coordinated regional development strategy", but regional differences, differences between urban and rural areas continue to expand and the trend has not been effectively curbed. In recent years, as the state government launched the strategy "to promote the rise of the central region", China's regional development strategy has been achieved, including the "eastern coastal developed regions", "western region", "northeast old industrial base", "central region" of the region-wide coverage.However, due to the Central Plains city group is at the beginning stage, the intergovernmental cooperation mechanism has not been established yet, and there are still many problems to be resolved. Based on the inter-government management theory and the collective action theory, the paper has analyzed the profile of Central Plains and the construction of urban agglomeration, in order to find out the problems of the governmental behaviors and the reasons for the problems. Central China city group the Government is the main driving force for the construction of the Central Plains rapid development of urban agglomeration. In order to advance the development of the Central Plains city group, the governments should fully play their roles of policy formulation and implementation, inter-governmental coordination and cooperation, and the provision of public services and goods and so on. And the paper would propose suggestions, from the aspects of innovating the government's ideas, appropriate and timely adjustment of administrative divisions, to play the role of market mechanism and the role of government guidance, to improve regional coordination mechanism, to promote the implementation of the development plans, and to build normative performance evaluation system. |
