Research Of Constructing Our Country's Employment-oriented Unemployment Insurance System

As China's economic restructuring and adjustment of the economic structure and the development of agricultural industrialization and rural urbanization, Unemployed people in China have increased greatly in recent years.Especially under the background of the world economic crisis, the problem of unemployment in China is more and more serious. Faced with such a situation and pressure, the drawbacks of the present unemployment insurance system in our country have exposed. So the role of the unemployment insurance should not just act as negative relief, but play its functions to promote employment. And the theoretical discussions and policy suggestions on the construction of our country's Employment-oriented unemployment insurance system have important theoretical value and practical significance.This comprises totally consists of five chapters:The first chapter is an introduction, this part describes the background and significance of the research, and illustrates the domestic and foreign research status of the paper, and puts forward the research methods, the innovation and the difficulties of thesis. Second explains the necessity and significance of building our country's employment-oriented unemployment Insurance system. First of all, to suggest that the development trend of foreign countries and china's unemployment insurance system is to strengthen and perfect its functions to promote employment.secondly, take the field investigation of Zhengzhou of Henan Province as an example to show the life and reemployment situation of unemployed people and the problems and insufficient in the present unemployment insurance system, and to indicate that constructing China's employment-oriented unemployment Insurance system is necessary and urgent. At last, discuss the significance of the employment-oriented unemployment Insurance system from different perspectives.Third chapter is to bring forward policy suggestions of constructing employment-oriented unemployment insurance system under the China's specific national conditions, including the following aspects:to gradually expand the coverage of the Unemployment Insurance system and to improve the co-ordination; to make innovations of unemployment insurance premium charging system and implement differential premium rate; to renovate the unemployment insurance payment system, encouraging an early re-employment of the unemployed; to improve the unemployment insurance fund expenditure structure and to add employment promotion expenses.Fourth is how to construct the system supporting effective operation of the employment-oriented Unemployment Insurance system, including:to establish unemployment warning mechanism; improving the system of the active employment policy;improving the public employment service system;foster market-oriented employment system; improving the unemployment insurance and the related management information system. Fifth is the conclusion of the paper, to focus on the core view of papers and significance of research achievements in this field and limitations of research work and move beyond recommendations of the study.
