In recent years, with the development of the situation, international exploration of theory and practice in this field is changing "from the protection to the employment", emphasizing the function of unemployment insurance in promoting employment. Although China’s unemployment insurance system has been given functions "to guarantee of the basic life of the unemployed, to promote their reemployment" since its very first establishment, judging from the implementation, its function in promoting employment was seriously insufficient due to the lack of effective measures. Based on the related employment and unemployment theory and practice of unemployment insurance system, with the example of the relevant data in Hebei Province,through the analysis of the history of China’s unemployment insurance system, the development of the status quo and the main ways to promote employment, finds out the main problems that affect the functioning of unemployment insurance system in promoting employment: narrow coverage, poor cooperation, lack of incentive measures to promote employment, narrow fund expenditure channel, unreasonable expenditure structure and lack of legal basis to expand the fund expenditure range. Analyzes the main reasons hindering China’s unemployment insurance in better promoting employment. As for the top-level system design, there are some problems: for instance, the system failed to achieve full coverage; the rate determining mechanisms need to be improved; laws and regulations concerning unemployment insurance and employment system and the parallel subsidy policy are not perfect. On the problem of narrow coverage, subjective cognition of the employers and employees is insufficient. In system design, the risks and benefits sharing mechanism lack appeal to the insured person. The unemployment insurance management departments and agencies can not strictly implement the laws and regulations. The poor mutual aid function of the unemployment insurance is caused by its low overall level. The large balance gaps between fund budget and expenditure in various regions lead to great difficulties in improving the overall level. From the aspect of supervision, there exist problems such as: unemployment insurance management system is not smooth; Excessive administrative intervention leads to difficulty in fund supervision; the unemployment insurance payment eligibility audit regulatory mechanism is not strict, etc. Moreover, the low level of unemployment insurance management, plus the poor accuracy of employment service and the ineffectiveness of vocational training, affects the functioning of unemployment insurance in promoting employment.Mainly based on the previous analysis of the problems and reasons, this paper gives some suggestions on the path selections and mechanism construction of the employment function of unemployment insurance according to the relevant theories. Based on China’s social reality, we should set up advanced idea of unemployment insurance, integrate the overlapped content of the unemployment insurance system and the active employment policy, expand unemployment insurance coverage, adjust unemployment insurance benefits system, improve the vocational training mechanism and employment services, complete unemployment insurance statistics and management level and other basic work.
