A Study On The Peasants Losing Farmland Entrepreneurship Policy System In China

The peasants losing farmland is a kind of group in ballooning number which is generated by the urbanization and land acquisition. Because of the faulty rural land requisition, the low compensation guideline, the unreasonable placement services, and the social under-developed security system construction, which gave rise to the peasants losing farmland who fall into such bad circumstance " no land, no job, and no social security " and they have became the enormous disadvantaged groups in the wake of the urbanization. All of that are not beneficial to the social and economical development and building of the harmonious society. Entrepreneurship is the important way for sustainable employment development, the necessary ingredient of the people's livelihood project, the catalyst of the sound and fast development. And the most important thing is that entrepreneurship is the precondition for the building of a harmonious society. However, the entrepreneurship of peasants losing farmland in China encountered a lot of problems, such as the low entrepreneurship will, the unscientific entrepreneurship policy system, the policy which can not be put in place and so on. How to effectively develop the passion and excitement of the peasants losing farmland in entrepreneurship, optimize the entrepreneurship policy system, promote the policy into the right place, it is an urgent issue which is of valuable in theory and in practice.This paper investigates and studies based on Chongqing. As is well know, Chongqing is the only city which directly under the jurisdiction of the central government in the southwest, having the bright characteristic of "big city and big rural" and Chongqing is in the front row on the land moment, the number of peasants losing farmland is on the rapid growth. The "no land, no job, no social security" has strong impact on the social stability and their own existence, therefore, the problem should especially cause our concern. The characteristic of dual economic structure of urban and rural areas is evident. As the old industrial base, there are numerous laid-off workers and migrant workers. As the famous education-culture district in Chongqing, there are a large number of colleges, universities and university graduates. Especially the peasants losing farmland generated by the urbanization are on the rapid growth. All of that have brought about employment pressure for the district, but these will produce the advantage for the sustainable employment way—entrepreneurship. Therefore Shapingba district in Chongqing is the typical place for the study of the peasants losing farmland entrepreneurship policy system. We can find and grip all kinds of problems of the peasants losing farmland entrepreneurship through the investigation and observation. For the sake of reality, feasibility and veracity in our study, the author adopt the indicators of entrepreneurship motivation, entrepreneurship ratio, entrepreneurship endurance, entrepreneurship difficulty and policy perception, entrepreneurship policy surroundings and conduct the field research and quantitative analysis in two typical rural communities, furthermore, realistically analyzed and stated the phenomenon, problem and cause about the peasants losing farmland entrepreneurship policy system. On that basis of the foreign experience and the effective practice of the brother provinces, The author put forwarded the new thinking after summarizing, I hope the paper can provide certain theoretical reference for the study of the peasants losing farmland entrepreneurship.
