Research For The Social Security System For Land-Losing Peasants Of High & New Technology District, Weifang City, Shandong Province

Along with the processes of industrialization and urbanization, the rural lands are confiscated continuously , more and more peasants lost their lands. This brings a lot of social problems, and now has been the focus of the whole society.At present, because the social security system for land- losing peasants is still not established in many regions of China, and the general way of compensation is only monetization, even in some developed regions, there are also a lot of problems: the social security system covers population too narrow; the standard of social security is low; the problems of land-losing peasants' living, aging security and medicare can not be solved effectively, and so on. The standard of living of most land-losing peasants is falling now, even running into trouble, which have influenced the social stability seriously. As the weakest, least ensuring and most special social groups in China, land-losing peasants should be paid great attention to by the whole society, and the social security system for land-losing peasants should be set up as soon as possible.The primary target of this article is to try to find out the defects of the social security system for land-losing peasants through analyzing and studying the reasons of land-losing of our rural peasants and the changes of land confiscating system. Taking High & New Technology District, Weifang City, Shandong Province as an example, this article analyzes the basic condition of the social security system for land-losing peasants, points out the right way to perfect it, and finds out the existing primal problems through studying the realisticl state of land-losing peasants in High & New Technology District, Weifang City, Shandong Province. This article considers that land confiscating system is the key of the social security system problems for land-losing peasants. It analyses and compares existing problems from the perspectives of domestic and foreign land confiscating process, land confiscating scale, compensation standard of land confiscating. Combining domestic advanced experiences and specifically local circumstances, this article gives the policy suggestion on establishing the social security system for land-losing peasants in High & New Technology District, Weifang City, Shandong Province and the relative systems which should be perfected in our country.
