As market competition becomes increasingly fierce, the talented person's competition has become the key of vicissitudes of enterprise. With the maturity of computers and electronic networks,companies'operation mode is changing and changing .And the enterprises who are seeking modernization management are in the midst of planning their informationization. During this course, HRMIS rises and develops rapidly. Since it appears, HRMIS has changed the idea of HRM and innovated its mode, then put forward the theories of HRM; it is effecting HR manner, enriching its content, and changing the human manager's image; at the same time, it will claim much more about stuff, guide the stuff take part in the management, put more enthusiasm and loyalty for business services.Due to the lag of our information technology and management, our HRMIS start late, but in recent years, with the accepting on HRMIS, many software developers grow quickly, more and more enterprises are planning their HRMIS. But the gain of HRMIS is little in the Academia. The existing research pay more attention on the convenience of its application, its practice in China and how to use information technology to achieve the function of human resources management. Whether an enterprise succeeds or not depends largely on employers'support and their enthusiasms. How to stimulate their consciousness and passion of responsibility has become a severe problem that bothers enterprise managers, especially human resource managers. Therefore, from the angle of human resource value, it is great valuable to think the construction of HRMIS, add personalized added services for staff in HRMIS to motivate employees'enthusiasm, increase employees'loyalty, so as to finally promote the enterprise'HR value .In this paper, fist, we reviewed the development of HRM, HRMIS and the Human Resource Value; second, we analyzed their relationship and make the junction; then, we introduced the construction of HRM-system, add the personalized added services, and build an Evaluation System to test the contribution of the HRMIS; last, we explain the feasibility and the trend of the adding of added service and make sure the condition and the do's and don'ts.The innovation of this paper as follow: It reflects the construction of HRMIS in a new aspect, explains the way for new system to promote the human value; and it builds an Evaluation System to test the contribution of the HRMIS. We hope that it is useful to settle the problem and guide the way to the HRMIS.
