Research On Economic Transformation Of Coal Resource-exhausted Cities

In many research of the cities in our country,resource-based cities has been a key area of research.They are China's major energy and raw materials production base,at the same time,in the resources city and urban system in our country plays an important role.But,because of the economic structure and regional structure is unreasonable,relatively led to its development,especially in such aspects as society,economy has a very serious contradiction.Since the founding,our country appear a large number of coal resources city,in the urban construction and the social and economic development has made great progress.However,because of history or policy,the coal resource-based cities in many other aspects are lagged behind the average level of development.By 2011,in all 118 resource-based cities in our country,the state council has identified 69 resource-exhausted city,city in our country accounts for as much as 10%of proportion in the total.In recent years due to China's national strength and technology rapid development,the demand for traditional coal resources is significantly reduced,and for a long time unreasonable exploitation has led to these areas have brought huge problems and contradictions,for example,the stagnation of economic development,environmental pollution and so on.All of these indicates the transformation of resource-based cities is urgent.To study the transformation of HeGang as resource-exhausted city,in this paper,based on the industry cycle theory,the circular economy theory and the sustainable development theory,and combined with the policies of the northeast old industrial base in China,"18 on full speed up the transformation of resources city," the spirit and in the implementation of the strategy of all the way to the opportunities brought about by the HeGang.This paper studies from the following several aspects:From is introduced in this paper,the research background and research purpose and meaning,research method,this paper introduces in detail at home and abroad for the research findings and the specific case of resource-based city transformation;On the basis of the theory of circular economy,the industrial cycle theory and sustainable development theory as the guidance,puts forward the concept of resource-based cities and resource-exhausted cities;Illustrates the status quo of HeGang HeGang coal resources present situation,analyzes the HeGang coal resources depletion of social problems;Coal at home and abroad are summarized the experience of the successful transformation of resources city and enlightenment to the transformation of HeGang;Based on the specific cities HeGang,provides a new opportunity of urban economic transformation countermeasure.Anyway,the economic transformation of resource-oriented cities will not be solved overnight,and economic transformation will require a long and gradual process.To fully based on the successful experience of domestic and foreign coal resource type city economic transition and combining the characteristics of their own conditions,to gradually complete the transformation of economic development.
