Research On Choice Of Zaozhuang City Resource-exhausted Cities’ Leading Substitute Industries

To break resource-exhausted cities’development dilemma, we must promote Substitute Industries strongly and use the driving effects of it to achieve sustainable development of urban economy. In March2009, Zaozhuang was identified as one of the pilot cities of the second batch of resource-exhausted cities’transformation by the State Council, which marked the development of Zaozhuang as a national strategy. Research of the leading substitute industries in Zaozhuang city can not only solve the dilemma of local "coal depletion and city decadency ", but also provide experience of transformation for the other resource-exhausted cities.Taking Zaozhuang as an example and based on the analysis of current industrial structures in Zaozhuang according to statistics from2005to2009, this paper pointed out three limited conditions for selecting the leading substitute industry. And the author built an evaluation index system of leading substitute industries from five aspects which are scale, market demand, product association, comparative advantages and economic benefit. Finally the author has done some basic research of the leading substitute industries of Zaozhuang city by the method of Minimum Comprehensive Score Law. Research results showed that the leading substitute industries of Zaozhuang city are non-metallic minerals products industry, coal mining and washing industry, cultural and educational sporting goods manufacturers.
