Nowadays,with the development of Internet and communication technology,WebGIS has been widely used in many fields,which include the Vehicle Navigation and Control System (VNCS) on Internet. This system is based on the technology of WebGIS and wireless communication,with GPS location data and electronic maps as its data sources. In general,functions of the system cover identifying users' logging on Internet,querying and analyzing map features,calling and controlling specific mobile vehicles,as well as distributing information on Internet,etc. Obviously,those complicated functions will eventually take on the characters of clarity,visualization,extendable and interoperation. Of all the modules in the whole system,WebGIS acts as the core and underlies the research objects of this paper.First,this paper describes the structure and workflow of VNCS on Internet,what role WebGIS plays in the system,and how WebGIS interacts on other modules. Based on these analyses,a new conception is brought forward,which says that WebGIS is just the best alternative for VNCS on Internet. In addition,the development of VNCS at home and abroad is illustrated.The next section is about the structure model of WebGIS in VNCS,how to organize and manage geography data using Oracle,and how to solve some technology questions,such as matching of map data,determination of the best way,transportation of data stream,-and connection pool in database as well.Finally,as a result of above research,the author designs and implements the WebGIS module in a VNCS on Internet,then briefly introduces its main functions,and points out the prospects of WebGIS in the future.
