In recent years,condition of China's coal mine safety production is severe;accident volume is high;serious accidents frequently occur, which is involved in inadequate input in China's mine safety and relatively weak awareness of security investment and poor decision-making level of security investment.The research of the paper was to find a balance between safety input and safety benefit.The paper depended on the principle of security economics and uses data envelopment analysis method and researched related issues about safety input and safety benefit of coal mine enterprises. The main research contents are as follows:(1)Safety benefits are divided into economic and non-economic benefits; the exception of some economic benefits such as cost reduction, productivity upgrade can be quantified;most of the cost-effectiveness and non-economic benefits are difficult to quantify, which resulted in great difficulties for this safety input benefit analysis. This paper,through depth analysis of safety benefit, used AHP to calculate the security value-added security benefit in the whole weight of output and the value of security output from the gross output.(2)According to the principle of data envelopment analysis method indicator system, the paper established a set of suitable Xiaolongtan coal mine evaluation system, and adjusted according to the actual situation. Gray correlation analysis method to use to obtain characterization of the relevant factors of Xiaolongtan coal mine safety output the correlation orders of the factors, which is important to make decision for the mine safe production management.(3)The paper applied time-series to data envelopment analysis in order to get into the level of change of safety input of coal mine and used price index time series on a comparable adjustment for it;all data will be placed in the same environment, same background, same platform, which makes our work more scientific and rational evaluation.(4)Through field research, the paper obtained safety input and output data of Xiaolongtan coal mine from 1999 to 2008, used C2R model and super-efficiency model to process data, and processed analysised results and obtained the level of safety and effectiveness of the coal mine and safety for nearly 10 years,and gived some recommendations for improved direction.The results of the research provided a theoretical reference for the mine safety management and safety input decision-making.
