Zhejiang Province is one of the provinces that frequent natural disasters happen in China. Zhejiang Province is an area where the typhoon meteorological disasters happen, as well as floods, droughts and public health disasters also relatively common here. Four kinds of geological disasters such as landslide, debris flow, collapse and ground subsidence are commonly happening in Zhejiang Province. Therefore, Zhejiang emergency resources reserving system should set up geology, typhoon disaster as its main goal, simultaneously contain other disasters. Natural disasters have posed great threat to the lives of people, its indirect economic losses together with derivative financial losses and the direct economic losses are intertwined, all these lead to multi-level and multi-aspect bad influence to national economy, and thus, seriously endangers national economic development and the prosperity and stability of the society. Therefore, natural disaster relief work is one complicated system, in which logistics security for the disaster emergency relief composes play one very important part of the whole system, the key to the success of the smooth operation of the system is whether it is possible to build a capable, high efficient and stable logistics system.This paper firstly elaborated the concepts and characteristics of disaster relief emergency physical distribution, and introduced the development situation of emergency logistics in domestic and overseas. Secondly, discussed China's several problems in developing and constructing nowadays'system of emergency logistics,and discovered five problems on our emergency logistics system . Thirdly, basing on analyzing the temporal and spatial distribution of the mudslides, floods, snowstorms, typhoons and other national disasters in China, and the rule of occurrence of national disasters , study the types and quantities of relief materials reserving, then proposed the configuration of disaster relief. Fourthly, the paper studies the issue of building relief emergency system design. Next, experienced on current methods of designing the system, the paper discusses logistics system models by applying Quantitative method and Qualitative method and provides examples to verify them. Finally, the paper put forward several countermeasures to immediately respond emergency disasters.
