At present,there are many problems in the development of the environmental protection industry inChina, such as unbalanced regional development, little environmental protection investment,small scale and so on.How to put the environmental protection industry into new trackbecome the main problems.On the basis of previous study, The paper used industrial organization theory, cycleeconomics, defines the environmental protection industry. According to the theory andcharacteristics of the environmental protection industry development, the paper constructedthe comprehensive evaluation index of environmental protection industry. Empirical analysisenvironmental protection industry development situation of30provinces and autonomousregions in China, using the factor analysis method to calculate the score of developmentability, development scale, the ecological benefits, social benefits, and industrial structure.30areas will be divided into6groups by using clustering analysis method, which analyze thecharacteristic of each type area, and puts forward rationalization proposals andcountermeasures combined with the actual situation of each type of environmental protectionindustry development.Analysis results show that:(1) in terms of comprehensive development strength, moredeveloped areas are mainly concentrated in coastal areas, investment in environmentalprotection, development scale, the environmental protection industry development haveobvious social and economic benefits, comprehensive competitiveness significantly higherthan western regions.(2) The main reason of imbalanced development of environmentalprotection industry is lack of investment, social benefit and unreasonable structure. Sointensify investment in environmental protection industry, and build a reasonable industrialstructure is the best way to accelerate the development of environmental protection industry.(3) Technology and equipment of environmental protection have larger defects.Overall, the main problem is unbalanced development of environmental protectionindustry. And there is a larger gap in such aspects of capital, talent, environment regions. Thedevelopment of environmental protection industry also needs the government department’ssupport vigorously, Introduction funds, diversifying environmental protection investment,intensifying the environmental regulation, to cultivate the environmental protection industrybe a new growth point of economy, and create more market opportunities for environmental protection industry.
