Public Governance Research On The Water Pollution Of Hanjiang River

Water, the origin of life, which moistens all things on earth and nurtures life, is the base for people to survive in. At the same time, it is the basic material of industry and agriculture. Without water, the development of industrial, agricultural, economic society can’t be healthy and sustainable. In recent years, due to the greenhouse effect, climate anomalies and the unbalanced precipitation, many areas are suffering severe water shortages. With the growth of population and the rapid development of economy, the demand of water resources is increasing rapidly. The Water pollutions also aggravate the stress level of water resources. It is reported that more than two thirds of the cities in China are in short of water currently.Hanjiang River is located in the eastern Guangdong Province, which is only second to Pearl River in Guangdong. It provides domestic and production water for over 10 million people in Shantou, Meizhou, Chaozhou and Jieyang. Compared to others, the water quality of Hanjiang River remained stable and sound. But with the rapid development of the river basin economic and the scale expanding of the city, the need for water supplies has been increased. Imperfect administrative system of the river basin and unified supervision and administration result in the slack of law enforcement authority. The lack of government investment in environmental protection leads to inadequate sewage discharge pipeline and low received processing capacity of wastewater and rubbish. What is worse, people who lack consciousness of environmental protection, dump toxic industrial wastes, industrial sewage, household waste and the body of dead animals into Hangjiang River for convenience. Pollution control of Hangjiang River now has been in deep water.Based on the theories of public governance and environmental fair, this paper, using the document research and analysis investigation, analyzes the pollution of Hanjiang River, the sources and harmfulness the of the pollution, the pollution governance system as well as the weaknesses of pollution control. By referring to the domestic and foreign successful experience of pollution control, this paper proposes to perfect river basin laws and regulations, set up unified management mechanisms, fathom the interregional joint system and repayment mechanisms of water usage, which contributes to the pollution governance system of Hangjiang River. Guarantee funds input to increase research on pollution control, wastewater treatment facilities, rubbish received processing equipments, debris cleaning devices and to deal with floating restaurant aptly. By means of enhancing environment awareness of the people, attracting social capital participating in environmental treatment and smoothing the feedback channel, enthusiasm for public participation in pollution control will be promoted. The paper hopes to establish a cooperative public governance system, which guided by the government, sustained by social organization and participated by people around river basins in order to eliminate the pollution of Hangjiang River entirely.
