With the development of technology and continuing progress made by human beings, sustainable development is increasing becoming the definite target pursued by all mankind. Since 1970s, researchers of all over the world have been working very hard to pursue the regional approach that can realize the target of PRED harmony and sustainable development. As we all know, the essential of sustainable development is a kind of strategy and a model of mankind development, the quantitative measurement is the key of the problem. This article uses the ecological footprint indicator that is put forward by Canadian ecological expert Rees and Wackenagel in 1992, quantified calculating the situation of sustainable development of the area of Zhangjiakou and using the outcome bringing forward corresponding countermeasure.The ecological footprint indicator is to measure the human impact on the earth and judge whether the human load stays within global capacity. The ecological footprint of any defined population (from a single to that of a whole city or country) is the total area of ecologically productive land occupied to produce all the resources and services consumed and to assimilate all the wastes generated by that population. Based on ecological deficit or ecological remainder, we can judge whether the area is able to develop sustainable. Compared with other methods, the ecological footprint indicator uses ecologically productive land rather than money, which is easily understood and used to count.This article chooses Zhangjiakou as study area, because the ecological environment in this region is very frangible. On the other hand the area belongs to lag part in Heibei province and near to capital of Beijing. In the long time, as if economy development and ecological system worsening were twins, and ecological problems are also come into beings with the development of economy, this perhaps is a rule. So in the practice, how to realize the harmonybetween the ecological system and the economy, and how to realize the maximal value, is the important mission. This paper using the data from the year of 1990 to 2000 educes the conclusion that the present development mode of economy is unable to sustain. Aim at this condition, this article put forward fine agriculture upgrading industry and the measure based on human kinds.Though the method of ecological footprint indicator which using ecological physical quantity as guide line is not quite perfect, it is helpful to widen people' thought, further study the problems of sustainable development. Due to limit of data and the imperfect model, there are errors in the result inevitably. But on the whole, this research has some application value about establishing regional policy.
