Study Of Wastewater Treatment Plant ’s Operational Mode After The Implementation Of New Standard

The minisitry of environment requested a strict execution of the GB18918-2002 first grade A standard of the urban sewage disposal plant in the Taihu Basin after the water supply crisis arised by the blue algae outbreak. The execution of the new standard brought the management of sewage plant a great challenge along with great chance. The new standard not only increased the investment and operation cost and also increased the difficulty to constantly meet the discharge standard. Thus the new standard raised higher demand to the company in both cost and technology. The execution of the new standard has last 7 years till now. In this 7 years,the company have accumulated a great deal of operational experiences and have got a better understanding of the management under the execution of the new standard. In this dissertation,we will make theoretical analysis and evidential exploration of the sewage plant management model based on public goods theory. And also make a summary of the operation practice of the new standard to set a nice example for the sewage disposal plant in the rest area.This dissertation has 6 section. In the first section we will raise the origin of the research topic based on the current development situation of the urban sewage disposal plant, defining the important concept involved in this dissertation,declaring the meaning of the research, the research method and the technical route. In the second section we first analysis public goods theory, then discussing the present research situation and developing the main theoretical basis of the dissertation.In the third section we study the common management model and the domestic operation practice of the sewage disposal plant before the execution of the new standard. In the fourth section we focus on the impact of the execution of the new standard on the company. In the meantime,we select the A sewage plant of X city as an example,making a contrast about the differences between the investment and the management before and after the execution of the new standard. In the fifth section we make a summary about the experience of the management practice of the selected example along with the achievements in the previous section and focus on the choice of the management model under the new standard. In the sixth section we made a conclusion about the previous achievement.
