Research On Service Outsourcing Of Urban Waste Classification

Since the reform and opening-up policy was adopted, economy of China has grown dramatically as well as the living standard of Chinese. Meanwhile, the output of the urban life waste has rocketed abundantly. In facing of the "Waste Siege" predicament, governments need extraordinary intelligence and capability. Garbage classification is generally considered to be the effective measure to resolve the predicament of "Garbage siege" at the source in the world. It defined as "classifying the urban life waste into various categories, according to the composition, value, characteristics of different garbage. These various categories storage, transport and process differently to realize urban life waste "Reduce, Reuses and Recycle". It is the fundamental measure of waste management.This article arranges in an order of "presenting the issue, analyzing the issue and solving the issue". From the literature research, the author defines some key words: urban waste classification, public service out-sourcing, waste classification management. Then, the author analyses the reality of our urban waste classification and points out the limitation of the government as the only one provider for the waste classification and management. Afterwards, the author presents the usage of public service out-sourcing in waste classification and management. Finally, the author provides some case analysis of domestic and international practices of waste management and waste classification out-sourcing. The article combines the on-going reform of public administration with case analysis to support the necessary and probability of out-sourcing the waste classification and waste management.The article summarizes the characteristics, advantages and problems of domestic waste classification and waste management out-sourcing through the cases of Hualicheng Environmental Technology Company and Aifen Environmental Organization.The article points out four main problems of out-sourcing waste classification and waste management service in China.Firstly, the role of government in the out-sourcing waste classification and waste management service is not clear;Secondly, the lack of model of cooperation and collaboration between government and companies in out-sourcing waste classification and waste management service.Thirdly, the lack of process management in the action of out-sourcing waste classification and waste management service.Forth, the lack of related policies and critical infrastructures.These are vital factors affect the sustainability of the out-sourcing waste classification and waste management service in China.The last not the least, in combination with the present situation, this paper puts forward countermeasures and suggestions for the problems existing in the process of outsourcing service from the macro guiding and micro operational level. The article provides some advice and particle plans.Firstly, reform the role of government towards "Service-oriented government".Secondly, contract with other waste classification and waste management service provider to form a multi-provider situation.Thirdly, establish the related laws, policies and other infrastructures to create a fair market environment, to enhance the development of these organizations and to establish and finalize the supervision mechanism of public service out-sourcing in waste classification and management.
