In the process of sustained and rapid development of urbanization,a seriesof problems related to environment increasingly highlighted:Urban populationrapid growth,public infrastructure is imperfect,the development of townshipenterprises discharge a large amount of waste gas, waste water and wasteresidue,in the process of environmental quality has fallen sharply,no planningdisorderly construction makes the ecological environment has beendestroyed.Therefore, in order to solve urban environmental problems, maintainsocial and economic development and population, resources, environmentharmonious, realize the benign development of towns.On the basis of overallconsideration of the overall urban planning and social and economicdevelopment, the scientific planning environmental protection is very necessary.Xing Hua Town is a famous Chinese brand name liquor, Fenjiu productionbase, in Fenyang City’s social and economic development occupies a pivotalposition, takes it as the research object, on the basis of the town of naturalenvironment and social economic analysis based on the characteristics, to sort out the environmental sensitive areas and identify the environmental issues, toforecast scientificly the emissions of major environmental pollutants, to take theenvironment capacity as the constraint, to combine with the regional spacelayout, water, air, ecological environment planning is carried out. The mainresults of the research are as follows.(1)For atmospheric environmental quality monitoring of township, fiveatmosphere monitoring points were arranged. Selecting the TSP、PM10、SO2、NO2as evaluation factors,analyzing by applying the method of single factorevaluation,results show that TSP,PM10,SO2exceeding the maximum multipleof were0.90,1.21and1.38.Xinghuacun Town industrial and civil boiler fuel relymainly on coal, desulphurization and dust removal facilities, clean energyutilization rate is low, can not effectively control the emission of pollutants, iscaused by SO2is an important reason for study area the main atmosphericpollutants.In order to reflect the water environment quality of Township,set sixmonitoring sections, select COD, BOD and NH3-N, sulfide, pH as the evaluationfactors,the monitoring results indicate that the major exceeding pollutants areCOD, BOD and NH3-N, using the method of single factor to analyze, includingNH3-N in the two water monitoring section exceeded multiple numericalmaximum, respectively2.1,1.335,COD exceeding multiples of the minimumvalue of0.71,0.3335,through theanalysis of township industrial layout andcharacteristics of pollution sources,liquor making enterprises are emissions ofpollutants in water environment in key industries, sewage treatment facilities are not perfect, township sewage water most without any treatment and localdischarge are main factors to cause the pollution of water environment.Thequality of groundwater and noise environment is better.Using remote sensingimage data,using DEM and ArcGIS technology to interpret analysis thetownship land use, vegetation coverage, soil erosion and environmentalsensitivity.(2)Studying the characteristic of Xinghua environment quality andmonitoring environment quality in the atmosphere,water,noise,the single factormethod are used to evaluate environmental quality.The township energystructure, industrial layout are analyzed to definite coal is the mainenergy.Allkinds of pollution sources are research to determinethe main atmosphericpollutants are SO2, Nox and soot which majority from coal-fired boiler,and themain pollutants of water environment are COD、BOD、NH3-N.liquor-makingenterprises is the core of water environmental pollutant emission source.Noiseenvironmental quality is good.Using the data of remote sensing image、DEM、Arcgis to interpretate survey region land, vegetation, soil erosion andenvironmental sensitivity.(3) The domain pollutants has carried on the comprehensiveprediction.Application of grey model GM(1,1) based on MATLAB to predictthe main atmospheric pollutants.with reference to different standards,the methodof coefficient is selected to forecast domestic sewage、industrial wastewater、pollutants in domestic sewage.On the basis of researching calendar year industrial wastewater pollutant emissions data,monadic linear regression modelis adopted to forecast pollutants in industrial wastewater.(4)A method based on the box are applide to calculated atmosphericenvironmental capacity of the township.Based on principles of total amountcontrol, Select Xinghua liquor industrial park as the main control area, specifythe SO2reduction plan,the reduction are1368.66t,1751.76t of2015、2030.Cassify Water function,origin of Wenyu river to Wenyu river reservoirperform Ⅲ functional areas,perform Ⅲ water quality standard.Wenyu riverreservoir to fen river reservoir entrance performⅣfunctional areas,performⅣwater quality standard. water environment capacity is calculated, putforwardCOD、BOD、NH3-N reduction.The atmosphere,water environmentalpollution control measures were discussed. The ecological function, which isdivided into three level area,six secondary area,and put forward on the basis ofecological core connected to the peripheral ecosystem, bring forward three areas,three belts and two screens, a chain of multilevel ecological greening structure.
