Now,there are many kinds of the environmental planning method.They also have the characteristic respectively,but because of our country special details,the majority is unsuited to the especially qualify.In this paper,we studied research status at home and abroad,elaborated on the source of the small towns environmental planning,major contents of the research and development.Through analysis and comparate several major research methods likes ecological function regionalization.land ecological suitable degree and ecological footprint,combined with the scope of their respective advantages, scope of application,we do my best to find the best planning method of suitable environment for China's small towns.In this paper,under the status quo of China's small towns,small towns carry on the ecological function regionalization laws as mainly environmental planning methods.But this paper is not a single analysis of the ecological functions regionalization laws,but mainly in its basis,by adding two methods of quantitative analysis relative to its revision. According to the principle of a combination of qualitative and quantitative methods,the feasibility,easy interoperability and scientific,it is as follows.The first phase,this paper takes the ecology footprint method for preliminary analysis,according to the ecology footprint method,we can determine the small towns plan district from the great background value and overall to plans the region to carry on the preliminary understanding,and formulates the plan district general goals plan.Uses the land ecology suitable degree method for the second stage analysis,on the basis of the preliminary and detailed planning of the regional district,the use of land ecological suitable degree method carry on the plans of the region to the preliminary careful district;The third stage is to carry on the ecological function regionalization to small cities with the preliminary district premise and the region actual situation.Then for every specific regions,proposed this region development direction and tasks,the projections on dealing with the issues which focus on protection small towns of the original ecological landscape basis and further strengthens the planning management.Take the examples for confirmation,on this basis,we can have a combination of expert opinion and acknowledge.In order to focus properly on the original basis for the protection of the ecological landscape of small towns,further planning and management are introduced in the ecological function regionalization in small towns.Through appropriating case authentication,furthermore,summarized in small town environmental planning laws which line with the local characteristics,fount the measures to deal with environmental issues and now put forward my own opinion about inadequacies.To set up and perfect this system,the author thought that it is necessary to study it again.It can create development conditions of small towns and strengthen its role as a bridge and link between rural areas,small cities and towns,so promote sustainable,stable and healthy growth.
