As one of the regions with the strongest economic strength and the greatest development potential,the Yangtze River Economic Belt is the main growth pole leading China’s economic development.Industry is one of the leading industries in the Yangtze River Economic Belt region,although the environmental pollution problems caused by industrial development has been significantly improved in recent years,but the industrial park as an important part of China’s industry,is still one of the main areas of environmental pollution and energy consumption.Under the guidance of green development policy,how to realize the sustainable development of economy,energy and environment(3E)system is of great theoretical and practical significance.Aiming at how to realize the green transformation and development of industrial park,this paper took Jingzhou National Economic and Technological Development Zone as research object and combed the statistics of economy,energy and environment from 2016 to 2019.The coordinated development degree of 3E system of this park was calculated to analyze the current development status.The results showed that though the coordination of 3E system was showing a positive trend year by year,from 0.47 in2016 to 0.56 in 2019,there is still plenty of room for improvement.Therefore,how to realize the green transformation of the park is an urgent problem to be solved.In order to achieve the goal of pollution prevention and control in the park,and to seek the dual control way of total energy consumption and intensity,this paper classified the heavy pollution industry of the park according to the two digits of national economy industry classification code,and analyzed the industrial structure of the park.After that,the industrial structure adjustment model of the park under the constraints of resources and environment was set up to determine the industrial structure adjustment direction.Based on the principles of scenario analysis and system optimization,with 2019 as the base year and 2025 as the target year,and combined with the calculation results of the industrial structure adjustment model and the economic development,energy consumption and environmental pollution prevention and control goals which proposed in the park’s 14 th Five-Year Plan,four different development scenarios were set up,and the economic development,water and energy consumption and emissions of various major pollutants were predicted under different scenarios.The results showed that under the sustainable development scenario,the park can achieve the goal of reducing energy consumption per unit of gross value of industrial output by 16% and water consumption per unit of gross value of industrial output by 30% by optimizing the industrial structure and adopting cleaner production measures of the 10 heavily polluting industries in the park,but the average annual growth rate of 19.63% of the gross value of industrial output is maximum.Therefore,the park must properly slow down the economic growth rate in order to achieve the goal of pollution prevention and double control of energy consumption and intensity.
