Human survival and development is inseparable from Water, Environmental protection of water resources is particularly necessary and urgent for China because of the shortage of water resources. Xunyang, Located in the Qinling, Bashan depths of Shaanxi Province, as well as the upstream of the Chinese water resource area, is an important water conservation and protected areas of North Water Transfer Project, and it shoulders the dual task of “ a river of water sent to Beijing” and the development of county economy. This study shows that overall quality of surface water of Hanjiang River and its four tributaries are good. They can meet the nationalⅡand Ⅲ class standards as well as the functional requirements of Han River in the upper reaches. However, due to the low water use efficiency, irrational allocation of resources, lack of sewage treatment facilities, regulatory and institutional reforms lag and other issues, they make Xunyang sections still exist COD, ammonia nitrogen, TP exceeded phenomenon.2013, in total, 7.8 million tons of wastewater discharges in Xunyang, of which 667.000 tons is industrial wastewater, 547,000 tons are treated, the processing rate is 82%. The amount of 667,000 tons of wastewater discharge compliantly that compliance rate achieve 100%. 7.123 million tons of urban sewage discharges, urban sewage centralized treatment and reuse rate is zero, sewage mainly discharges after simple treatment(septic tanks, etc.), disposal rate of about 20%- 50%. At the year of 2013 in Xunyang, Pesticides, fertilizer, plastic sheeting use intensity were 2.69 kg/ha, 420 kg/ha(pure) and 45 kg/ha. There were 503,100 pigs, 1,665,100 poultries, 21,400 cattle and 19,9100 sheep bred. The high strength use of pesticides and fertilizers, poultry manure fugitive emissions and heavy soil erosion(county average soil erosion modulus is 3800t/), has an impact on the water quality in Xunyang. Through summary of the status, analysis, contact Xunyang actual, ways of governance are proposed to control the water pollution. And the future governance objectives are based on assimilative capacity of the Han River, Xunyang segment.
