With the advancement of economy and society, protecting environment and realizing sustainable development are becoming a common dream of worldwide people. Chinese government had regarded sustainable development as a basic stratagem of economical and societal development. The economy and development region in Changchun stood at the height of new century, suited the new trend, and centered on the strategic policy of ecological province. Based on the requirement of generally environmental program and its actual condition, the developmental program of the economy and development region in Changchun was worked out. This would attach significance to its economical and societal development , and improving current environment. In order to fulfill program perfectly and protect environment, this article researched on environmental program of the economy and development. It was divided into five chapters, and the main contents were listed as follows:The first chapter: regional condition of environment, including natural environment, societal and economical development, environmental protect and the main environmental problems.The second chapter: regional investigation and analysis of polluted sources, including four aspects, that was atmosphere, waste water, the polluted sources of sound, and solid waste. The aim of this work was to find out the condition of polluted sources and current quality of environment.The third chapter: the regionally current quality of ecological environment and impact forecasting and assessment. It began with the current condition of ecological environment, then forecasting and assessment of ecological environment were carried out. Finally a suggestion was given concerning ecologically functional classification.The fourth chapter: general benefit analysis. From the perspective of environment, economy and society, the cost and benefit were argued when the environmental program would be carried out in the near future ,and whenthe protecting measures were fulfilled.The fifth chapter: regionally environmental program. Through argument of environmental reasonability of general program, set down the control goals of waste gas, waste water discharging, sound pollution and solid waste, and established preventing program of pollution and ecological environment.. This article investigated the current environment of the economy and development region in Changchun, kept track of discharging detail, intensity of polluted sources, and environmental characteristic, combined with the goal and task of general program, identified the main impacting factors, put forward the main environmental problems, analyzed and forecasted the environmental capacity and the impacting scope and depth of regional development imposing on environment, argued the technical and economical availability of measures of pollution preventing, set up possible measures of pollution preventing and environmental program, provided scientific basis for some departments to make decisions and give a detailed program, helped to build a full managing system (including environmental goal, managing program of environment and environmental monitoring system), and prompted sustainable development of regional exploitation.
