But behind the honor, there is a grave problem-- the record of Chinese occupation safety depressing every kindly man. Chinese occupation safety problem is mostly focus on coal pit The coal output of China amount to 20 percent of the whole world, but the number of death in coal pit actually amount to 80 percent of the whole number of the world This problem not only has made a great loss for Chinese economic, but also destroyed many families' happiness. Chinese people are recognizing the graveness of mis problem and the importance of finding a key to solve this plague, then writing the paper to analyze the reason of this tragedy and to find a proper way to polish up the situation will be significant very much. At present, there is few economists pay attention on this problem. It's just this paper's innovation that I combined risk theory, institution theory and Chinese fact.This paper is structured into five parts.Chapter one summarize definition and the origin of the workplace safety and health regulation. Then make out the significance of studying.Chapter two make an economics analysis about the labor market with occupation risk, and makes out the characteristics of the labor's action in risk market under Chinese special situation. The last of this chapter will get the equal result of people choice. According this result, we will find some indication and the reason why market fails.Chapter three has the content about the process of law's constitution and execution. The former part has summarized the fundamental principle in law's constitution from the USA's practice. The back part analyzes the procedure of law's execution with the Becker's theory.Chapter four reviews the development of Chinese occupation safety law, and finds out the shortcoming in the regulation style. At the same time, we analyzed the reform's perspective based on the theory of institution economics.
